Major General Nicolas Torre III is the police officer who led the arrest of former President Rodrigo Duterte on March 11, 2025, under an arrest warrant issued by the International Criminal Court (ICC).

Because of what General Torre did, he was nicknamed “The Most Hated Man in the Philippines” by Duterte’s supporters.

But who is this brave police officer?

EVENTFUL BIRTHDAY
General Torre’s birthday was the same day he arrested the former President.

He was born on March 11, 1970 in Jolo, Sulu.

On his Facebook account, the 55-year-old police officer simply thanked those who congratulated him.

“I’m home. Thank you to everyone who congratulated me! Sorry, I couldn’t reply because I was a bit busy. Thank you again!” he said.

LONG CAREER IN THE PNP
Currently, General Torre is the director of the Criminal Investigation and Detection Group (CIDG). He was promoted to this high position only in September 2024.

But before he reached the position of CIDG director, he had a long career in the police. He graduated from the Philippine National Police (PNP) Academy in 1993.

After that, he became the provincial director of the Samar Provincial Police Office until early 2019.

In January 2019, General Torre was transferred to the National Capital Region Police Office (NCRPO) as regional director for operations.

In August 2022, General Torre became the director of the Quezon City Police District (QCPD).

ROAD RAGE PRESsCON ISSUE
General Torre was criticized for a road rage issue, when he was the head of the QCPD.

He apparently sided with a retired police officer who pointed a gun at a cyclist.

It can be recalled that on August 26, 2023, a video of the incident went viral, where Wilfredo Gonzales, a retired PNP officer, and a bicycle rider were seen at the Welcome Rotonda in Quezon City.

Wilfredo was holding a gun and was about to shoot the motorist in question. He also hit him in the head. After the viral incident that angered viewers, General Torre held a presscon at Camp Karingal to explain Wilfredo.

In the said presscon, the police chief appealed to the public to give the retired police officer “compassion.”

The public did not like General Torre’s presscon, and because of this, he was forced to resign from the QCPD.

After his resignation, he was transferred to the Communications and Electronics Service (CES) of the PNP as its director.

CATCHING QUIBOLOY
In June 2024, General Torre transferred to the Police Regional Office in the Davao Region to become its acting regional director.

Here, he was given his most difficult job so far—the capture of religious leader Apollo Quiboloy, who was then facing an arrest warrant for sexual misconduct. On August 24, 2024, General Torre led the arrest of Quiboloy, who was hiding in a 30-hectare compound near the Davao International Airport.

General Torre was accompanied by about 2,000 police officers from Regions XI, XII, and XII of the PNP.

The police operation reportedly turned violent, also due to the protests and stubbornness of members of the Kingdom of Jesus Christ (KOJC), Quiboloy’s religious group.

A KOJC member died of a heart attack. Some were also injured by tear gas.

It is said that because of this violence, ex-President Duterte, who is a friend of Quiboloy, stopped the search for the accused pastor.

Despite this, General Torre still succeeded in finding the hiding religious leader.

On September 8, the PNP announced that Quiboloy had been captured and brought to Camp Crame in Quezon City.

THICK SKIN
When General Torre arrested Quiboloy, he and his family received death threats.

Because of this, he warned that those who gave the threats would be prosecuted.

“Those who did that really had to prepare themselves because they will receive notices and we will take them to court,” General Torre said in an interview in September 2024.

And now that he has arrested Duterte, the threats on his life have increased even more.

But for now, he just considers it a part of his job.

“Everything is okay. We have thick skin and we can handle it,” the CIDG director said in a briefing on March 13, 2025.
